Octagonal building used for measuring the water flow and height as the water goes over the weir.

Situated at the foot of the dam is this octagonal building which is used to house the water flow meters.
It would have been constructed at around the same time as the reservoir dam.
It the gauges measures and ensures there is sufficient run out from the reservoir to maintain flow within the river down stream from the dam.
It is constructed of locally quarried granite stone

The dam was constructed and finished in 1898 but water demand meant that the height of the dam was increased by 1923 the height was extended. It is not clear when the building was construction but would suggest the latter as more controls were put in place by then to ensure water run out from the dam, along with evolution of monitoring equipment.
