I have not been able to find any relevant information on the premises, so can only surmise.
Given the location and with viewing windows all the way around. The initial thought was:-
With the history of the Portreath harbour, thought it was a lookout. A look out for the harbour master, coast guard or other. But then why?? they could not have a clear view...
I am more inclined to think the premises was simply a folly, a sun room for the owner of the adjacent premises
