From a sign in the visitors center:

"The army built this guardhouse and stockade (jail) in 1899,
as the number of soldiers passing through the Presidio
soared to 80,000 a year during the Philippine?American War
(1899-1902). Being absent without leave (AWOL) or taking
part in barroom brawls were common reasons soldiers found
themselves incarcerated here. Punishment included hard
labor under armed guard.

Post sentries had offices here, and soldiers on guard duty
monitored prisoners in the jail?s six single cells and two
large cages. Look for the outline of the cells on the new
wooden floor of this room, as well as the jail?s iron bars on its windows.

After World War II, this building served as a post office,
bank and travel agency. Today, it is home to the Presidio
Visitor Center, and its role is to send you out into the
Presidio rather than to confine you."
