On the south side of East Avenue/RI-107 in Harrisville, Rhode Island stands an Eagle Scout project bulletin board constructed by Ryan L. Pincince for the Jesse M. Smith Memorial Library. The structure consists of a message board mounted between two square posts and capped by a narrow gabled roof clad in black asphalt shingles. A wood frame door that hinges on the left has a clear piece of plexiglass protecting the changeable letter board. The transparent plastic letters are 2" tall.

The name of the library is spelled out with black cutout letters mounted beneath the roof overhang. A crosspiece support brace below the message board includes a small, black plaque with white letters and the Eagle Scout emblem flanked by a pair of fleurs-de-lis. It reads:
