Unfortunately this plaque has been 'the aiming point' for the well-fed seagulls, etc, and I wasn't going to try and clean it up with my bare hands. So the transcription of the text may be a little incomplete. It reads:

[Bicentennial logo]
Field of Mars Grants
Two land grants made hereabouts in
January, 1792 were the first in the
Ryde Municipality and among the earliest
in the colony.
When a wharf was later built, the grants
extended to include what is now Dundas,
and Epping.
Monument funded by
Ryde Municipal Council
