In 1559, when the Spandau Citadel was built, Berlin was the capital of the Brandenburg Margraviate. In 1701, the Margraviate evolved into the Kingdom of Prussia.
While the official royal Coat of Arms were rather fancy, the first Prussian King, Frederick I adopted a second simpler symbol, soon known as the "Prussian Eagle."
In 1892, King Frederick's eagle was officially adopted as a Coat of Arms and incorporated in the Kingdom's flag.

The arms were based on the Coat of Arms of Brandenburg. The color was changed from red to black, as black and white were the colors of the House of Hohenzollern. In addition, the eagle was now crowned ans held the Royal Regalia, a royal scepter and a Globus Cruciger.
The letters FR on the eagle's chest stand for Fredericus Rex, Latin for King Frederic.
