The plaque says, "Village Blue is a collaboration between the U.S. Environmental Protection Agency (EPA) and the U.S. Geological Survey (USGS) to increase public awareness about local water quality in the Baltimore Harbor and the Chesapeake Bay. This demonstration project complements work already being down word the Waterfront. Partnership of Baltimore's goal of making Baltimore Harbor swimmable and fishable by 2020."
