The nearby building, also painted bright red, is the home of the
Hellbay Brewing Company. We don't really know how we should describe this hydrant - it appears that the character is has assumed is that of a Buckingham Palace Guard, or something similar. It's not, but that's the first character that comes to mind, with the black hat, red coat and the white trim in the shape of an X across his chest, or abdomen, actually.
As far as we know this little fellow is the sole painted hydrant in the town of Liverpool. He doesn't seem to be too lonely, though, as he continues to wear a bit of a smile. At least it's not a frown. He stands along the east side of Legion Street, at the corner of the Hellbay Brewing Company building, just southeast of Centennial Park on the waterfront.
