The posted coordinates are for the top of the cultural district parking garage, which is a great vantage point for this waymark. You can see it from street level along Penn Avenue, too.
Look once, it says "Hotel Roo." Look closer, and if it's not too sunny, you can see the rest of the word: "Roosevelt." This used to be the Roosevelt Hotel. Today it is the Roosevelt building, an apartment building.
