The Tolsey
A 15th century courthouse,
once open on the ground floor.
One of the courts held her was
Pye Powder (French 'pieds poudres'),
where market disputes were heard
whilst 'the dust was on the feet'.
The Tolsey was built in about 1420 with a court room over an open ground floor. It was the seat of the Market Court, also known as Pie Powder (dusty feet) for instant fines. Tolls were collected on the ground floor for the market. (Civic Society)
On the south wall of the building there is a timber plaque, the forerunner of the blue plaque scheme which states:
The Tolsey.
XV century
Acts and Charters of Edward i.iv.and vi.
governed the taking of tolls on market
goods.
Became Court of Piepowder (les pied poudre or
dusty feet) for the summary justice of market
offences such as dishonest trading and restrictive
practices.
Extensively repaired in 1624 when 2500'pinnes'
were needed.
Saved from demolition and restored 1963/4
by efforts of the owner Mrs.L.Handy.
