I was not able to find a lot about Dr. Harper in my research. In Find a Grave, his obituary stated that he was born in Bellefonte, PA, and died in Wyomissing, PA. The 1940 census lists him as "President" but doesn't provide an employer. The memorial plaque states that he was President of the Wyomissing Polytechnic Institute from 1931-1952.
The memorial stone is on the east side of Harper Road, directly across the road from the Penn State Berks Campus sign.
