Beginning at the west edge of Coulee City is an earth (mostly rock) dam which impounds Banks Lake, a holding lake for irrigation water. Highway 2 runs along the northern edge of the dam. About .6 miles west along the dam from the western end of Coulee City Community Park, J 388 is about 20 feet south of the south edge of the highway and 40 feet west of the "Coulee City Right 1 Mile" sign.

0.8 MILE WEST ALONG U.S. HIGHWAY 2 FROM THE T JUNCTION OF FOURTH STREET AT COULEE CITY, BETWEEN TWO LONG GUARDRAILS, IN TOP OF A FLAT LAVA OUTCROP WHICH IS ABOUT FLUSH WITH THE GROUND, 39 FEET SOUTH-SOUTHWEST OF THE CENTER LINE OF THE HIGHWAY, 41 FEET WEST OF THE WEST END EAST GUARDRAIL ON THE SOUTH SIDE OF THE HIGHWAY, 7.8 FEET NORTH-NORTHEAST OF A FENCE, AND ABOUT LEVEL WITH THE HIGHWAY.
