"Le nouveau théâtre de l'Archipel de Perpignan, joyau de l'architecte Jean Nouvel, a été inauguré lundi, sur fond de polémique: l'opposition dénonce son coût - 44 millions d'euros - alors que pour ses promoteurs, c'est le prix à payer pour mettre Perpignan en valeur.
"C'est un investissement pour les générations futures. Pour réussir, il faut être ambitieux. Ce théâtre sera à Perpignan ce que le Guggenheim est à Bilbao", prédit le président UMP de l'agglomération de Perpignan-Mediterranée, Jean-Paul Alduy, porteur du projet.
Le théâtre de l'Archipel, complexe culturel de plusieurs bâtiments, trône à l'entrée nord de Perpignan. Une construction arrondie grenat (pierre précieuse emblématique de la plaine du Roussillon) abrite la principale salle de spectacles (1.100 places) et domine la rivière Têt, qui borde le centre de Perpignan.
Le complexe, une première dans le domaine culturel selon la préfecture parce qu'il résulte d'un partenariat public et privé, abrite également une salle de 400 places dédiée aux musiques contemporaines, une salle de répétitions et un atelier pour stocker les décors.
"Cela coûte cher, trop cher, dénonce Clotilde Ripoull, conseillère municipale d'opposition. "Perpignan est une ville surendettée et elle va l'être encore plus. Ce n'était pas une priorité. On craint que ce soit un gouffre financier pour la ville", dit-elle en référence au budget de fonctionnement annuel de neuf millions.
Cette élue centriste et régionaliste regrette en outre la politique tarifaire qu'elle juge élitiste. Selon elle, Perpignan avait plutôt besoin d'une grande salle de type Zénith.
Divers acteurs du monde culturel perpignanais comme Marie-Pierre Baux, ancienne directrice du festival Les Estivales, ont exprimé leur désaccord sur le fond et sur la méthode.
En revanche, Daniel Tozi, directeur du conservatoire de Perpignan, juge "l'outil fabuleux, adapté aux besoins de la création, absolument nécessaire pour Perpignan". "On a un géant pas loin, Barcelone, on ne peut pas rester à la traîne. C'est un lieu original, unique au monde, ce dôme grenat va devenir un élément de l'identité de la ville", assure-t-il.
Jean Nouvel a concrétisé un principe cher à M. Alduy, ex-maire de Perpignan: il conçoit l'agglomération comme un archipel de communes, une mosaïque de diversité et souhaite que ce nouveau lieu offre un mélange de différentes formes d'art.
"La culture catalane est inscrite dans les murs de ce théâtre", dit l'architecte qui a marié le grenat avec le jaune du bâtiment administratif, les couleurs du drapeau catalan.
L'objectif de cette scène nationale est de séduire de Toulouse à Barcelone, en passant par Montpellier, avec une programmation tournée vers la Méditerranée.
Pour cela, Perpignan a choisi l'ancien directeur du Théâtre national de Catalogne de Barcelone, Domenech Reixach, qui a programmé pour la première saison des opéras, des ballets et du théâtre, des créations et des classiques. Lundi soir, pour l'inauguration, c'est Daniel Tosi, également compositeur et chef d'orchestre, qui devait livrer sa "Cantate de l'archipel", un opéra moderne et populaire dans lequel il met en scène deux artistes catalans: le chanteur Cali et le comédien Sergi Lopez."
