University of Texas at Arlington is divided into the East Campus and West Campus. There is a large walkover for the students to safely cross Cooper Street which divides the campus. The fountain is at the East end of the walkover.

Two story fountain the upper level has water pouring down smooth stone into a pool. From there the water pours down over stepped drops to reach the pool at the bottom level.
