Using your imagination, this looks like an octopus has wrapped itself loosely around the mature tree at the centre of the setting. [Or, it could be a python, lazily sunning itself.] A wavy concrete wall, of undulating height, has access opening to the sidewalk, and closed off to the street side.
The top 20 to 30 cm is painted light/sky blue, and there are mostly indigenous patterns painted on the outside and inside of the wall. Mostly the timber slat seats have a flat edge, but one has been made with a narrow indentation. Around the tree a square table has been laid out, with two logs in place as seats. On the table is brass plaque, from 2014, with:
"Dedicated to Councillor Jeremy Challacombe"; but with no specification as to whether it was just the table, or the Artistic Seating.
