This plaza commemorating the signing of the Declaration is located on the west side of the Nicoma Park Police Department.

The Plaza consists of a small area alongside the police department. Three flagpoles rise from the plaza, with two wood boards engraved: "NICOMA PARK OKLAHOMA / Spirit of '76 Flag Plaza" and "ARMED FORCES BICENTENNIAL CARAVAN / November 6-7, 1976" [ The Armed Forces Bicentennial Caravan was the Department of Defense's contribution to the celebration of the 200th anniversary of the country. Five large trucks formed a traveling museum highlighting the history and contributions of the Army, Navy, Marine Corps and Air Force. Beginning on July 4, 1975, it traveled 1,500,000 square miles, ending on December31, 1976. The Caravan passed through this area on November 6-7, 1976.]
Two bronze plaques lie on the plaza reading:
Spirit of '76 Flag Plaza
Dedication in memoriam to all residents
of the City of Nicoma Park...past,
present, and future, and to their belief
in those democratic principles that are
firmly imbedded in yesterday.
Vibrantly abreast of today
and fervently striving for tommorow's
enlightment.
