The Soldiers and Sailors of Orange County Memorial, a.k.a. The Charles J. Everett Memorial, was funded by the will of Charles J. Everett. The memorial contains a central bronze female figure dressed in classical robes and wearing a wreath on her head. Her arms are raised to shoulder level and resting on the top of the marble base. In each hand she holds a wreath above a bas-relied of a Union soldier in right profile standing at parade rest at her right and a Union sailor in left profile striking the same pose at her left.

The monument was sculpted in 1916 by Carl Augustus Heber and the bronze figure was cast at the Jno. Williams, Inc. foundry. The monument was dedicated on May 30, 1917. The monument was once part of a fountain which has since been filled in with concrete.

On the front of the base is the inscription:

THIS MONUMENT WAS ERECTED
TO THE MEMORY OF
THE SOLDIERS AND SAILORS
OF ORANGE COUNTY
WHO SERVED IN THE CIVIL WAR
BY GIFT FOR SUCH PURPOSE UNDER
THE WILL OF CHARLES EVERETT
LATE A CITIZEN OF GOSHEN
AD - 1917
