"Le Parc national aurait pu se doter d'un nouveau siège « ordinaire ». Fonctionnel, accueillant, confortable. Mais l'idée, dès le départ, était d'ancrer le Parc national dans la ville. « C'était une volonté très forte », souligne Rouchdy Kbaïer, le directeur de la structure, « nous voulions intégrer le Parc au cœur de la cité, et je dois me féliciter de la parfaite coopération que nous avons eue avec la ville de Tarbes, qui a par ailleurs été maître d'ouvrage du projet. » Et, dans le même temps, cette implantation, à la Villa Fould, en bordure du parc Chastellain, a permis de rénover cet élément essentiel du patrimoine architectural de la ville, qui date de 1830. D'autant plus que cette rénovation a été faite dans le respect du cachet originel de la bâtisse, qui s'en trouve même magnifiée par l'ajout de la « maison de verre », qui accueille l'espace muséographique de la Maison du Parc. Cette magnifique rénovation est à mettre au compte du groupement d'architectes tarbais GCAU.
En outre, si l'ancien siège était purement administratif, le nouveau se double d'une véritable Maison du Parc et ça change tout. « Une Maison du Parc, sur le modèle des 7 autres que nous avons dans les vallées, est une vraie porte d'entrée du Parc national. Nous pourrons accueillir ici le public, informer, renseigner, proposer des expositions ; la première, qui débutera en septembre, montrera toutes les missions du Parc national, ou des animations à caractère pédagogique dans notre auditorium, ainsi qu'une bibliothèque de 5.000 ouvrages dédiés au pyrénéisme et à l'histoire des Pyrénées. »
