The sculpture is called "Geschwister" (Siblings) and was crafted by Walter Mellmann (1910-2001) somehwen in the 1970ies.
It shows a taller human with no or short hair and in a dress or skirt holding a smaller one. The smaller one is resting its legs on the hips of the taller one, has the arm on their shoulders and gazes into the distance while the older one looks at the child smiling. The older seems to be a sister, the younger one could be either a boy or a girl.

Walter Mellmann (born September 17th 1910 in Osnabrück, † 2001 ibid) was a German sculptor and graphic artist. His brother was the graphic artist Heinz Mellmann.
