The plaque is attached to a three tiered concrete base, topped with a large planter.
Unfortunately, I could not find much information on either:
Eugene Riley Berry was born December 7, 1891, and died November 28, 1968. He is buried in the nearby Oakwood Cemetery.
Rice M. Tilley, Sr., was born August 28, 1899 in Huntsville, a graduate of Sam Houston State Teachers College, 1919. He died April 13, 1990.
