Il s’agit d’un pigeonnier « contraceptif » destiné à réguler le nombre des pigeons dans la ville, par destruction d’une partie de la ponte. Pour que ce dispositif écologique fonctionne, on attire à l’intérieur les pigeons, on les habitue, avec la nourriture appropriée, à fréquenter cet habitat, à y pondre et couver . Mais pour chaque ponte, des œufs sont prélevés. Il est nécessaire de laisser 1 ou 2 œufs viables pour éviter que les couples adultes ne désertent le pigeonnier et pour retarder une deuxième ponte. Un technicien veille régulièrement à l’entretien du pigeonnier, et à l’état sanitaire des pigeons.
