Built by T. S. Hodges in 1910, this three-story red brick building with fourth-story tower utilizes a popular jail design creating the ambience of a Medieval fortress. Round arched windows with elaborate buff brick hood molds ornament the first and third floors, while rectangular windows form the second floor openings. Above the third floor the picturesque details include corbelling, battlements, corner pilasters rising from the second floor above the roof line to form small towers, and the rose tower which dominates the main (south) facade.
