This VOR structure is located within the El Toro Marine Base. The VOR station can still be seen from the roadway as of when I took these photos on January 21, 2018. It has the classic look of a on airport VOR station. It has a center white antenna in the shape of a bowling pin. The website below proves this station is indeed a VOR station.
