The text of the plaque reads:

In Honor
of
Elithu Griffin
1801 - 1874
Pioneer Citizen and Builder
Who Donated Lands Upon
Which To Establish The County
Seat Of The New County
Of Pickens, Including The Site
Of The Court House and Park.
1868.

From the plaque, one may deduce Mr. Griffin was a very civic-minded gentleman of the day. Land was tied closely to a man's worth and was not given up without serious thought. He was willing to provide the land for the newly formed Pickens County thereby attempting to provide more civility to the isolated area of rural South Carolina.
