This statue is called the "The Watchful Citizen." The statue was designed by sculptor Elizabeth Stanley Wallace and was dedicated March 16, 1994. The title of the sculpture is derived from an inscription over the main entrance to the Nebraska State Capitol Building, which states "The Salvation of the State is the Watchfulness of the Citizen."
