The building dates back to the early 1970s. In 2017, it is known as the Lester B Pearson Building. The building has always been home to the federal government department now known as Global Affairs Canada (2017).
The flag display is beside the drive at the front entrance of the building. Due to the size of the building, the flag display is often sheltered from the wind. The flag display includes fourteen qualifying flags. From the north end of the display, the flags represent the provinces and territories in the order of confederation: Ontario, Quebec, Nova Scotia, New Brunswick, Manitoba, British Columbia, Prince Edward Island, Saskatchewan, Alberta, Newfoundland and Labrador, Northwest Territories, the Yukon and Nunavut. In the centre of the display is the national flag of Canada. Robert Murray's steel sculpture Haida (1972) is between the flag display and the main entrance.
