Established in 1901 with 217 students and 7 faculty, NOC is a multi-campus college with high academic standards. It was fully accredited in 1948.

Associate degrees are available in Arts, Sciences, Applied Science, and degrees with cooperative agreements in electronics, drafting, nursing, graphic arts, media, office management, etc.
The Tonkawa location is the administrative center for this campus, as well as campuses in Stillwater and Enid, OK. The college currently has approximately 2700 students.
The athletic program under the team name Mavericks has men's and women's programs in baseball, basketball, soccer and softball.
The four-block academic portion of the school (east of S. Jenkins and south of E. Tonkawa) has a large paved circular drive around which the administrative, auditorium, library and classroom buildings are located. As with many colleges, there are numerous sculptures on the campus. Athletic fields and buildings are located in the areas north, east and south of the central campus.
