This Neoclassical Revival edifice was erected in 1903-04 from plans by J.W. Golucke. One of his finest designs, it evokes the grandeur of ancient Rome with its 16 fluted Corinthian columns of solid limestone and graceful copper dome topped by a statue of Justice holding her scales aloft.
