Statement of Significance
Designed by Adelaide architects, Wittal and Wells, and built c 1890. An exuberantly designed civic building remaining relatively unaltered which reflects the colourful early days of the city and forms the focal point of the town centre. Its historical associations with the city's founder, Charles Rasp, and its completion so early in the town's life, are notable.

Description
A two storey stone front with slender tower capped by an open cupola. Designed in Victorian Italianate style and has open verandahs to two floors with projecting porch and balcony. A brick hall of later date stands at the rear.
