Flagpoles around the plaza display flags of United Nations member countries, the U.S. states and territories, or decorative and seasonal motifs. During national and state holidays, every pole carries the flag of the United States."

Another website explains the flags are the countries who are members of the United Nations. During the holidays, the flags are replaced by American flags. "About 200 flags surround the recessed Lower Plaza. The plaque says, "Rockefeller Center is one of the foremost architectural projects undertaken in America in terms of scope, urban planning and integration of architecture, art and Landscaping. It was developed by John D. Rockefeller, J.R. The center's original architects wereL Reinhard & Hofmeister; Hood, Godley & Foulhoux; and Corbett, Hattison & MacMurray. The original complex of 14 buildings was constructed between 1931 and 1939, and provided jobs for thousands of laborers in the building industries throughout the depression."
