A historical marker from the Collin County Historical Commission provides some background on the tower, which is also U.S. Coast and Geodetic Survey Benchmark DN1126:

The water tower, which resembles a witches' or tin man's hat in the Wizard of Oz, is visible on the horizon from Farm Market Road 545 or the intersection of Farm Road 981 and State Highway 78 in the community of Blue Ridge. Built by the Chicago Bridge and Iron Company, the water tower was erected in 1936 when a deep well was drilled to supply water to the community. Later, the community began to sell water to local farmers during a problematic drought in Texas. The tank holds 50,000 gallons of water and today sports the picture of the school mascot, the Tiger.

Blue Ridge was established in 1876 on land owned by Mathis Mowry who received a grant named because of its location on a hilltop covered by blue-flowering grass. The tower remains on the hilltop where it was placed over eighty years ago.
