The frieze is in 3 parts. A central portion has two floral swags, each with a rose in the centre. On each side of the centre is a panel made up of small tiles, each with two types of flower head, probably roses.

The top pediment of the building has a date of 1893. At this date Todmorden had been in the county of Yorkshire for 5 years. Previous to this the ton straddled the border of the Lancashire and Yorkshire counties. Both counties have a rose as their symbol so the use of roses on the frieze is entirely appropriate.

The building is known as Rise Lane House and was formerly council buildings, but has now been converted to luxury apartments.
