My belief is this was place here as a memorial for a person who was a musician. There is a sign on a wall next to the bust. The plaque near the bust reads:

This rose garden given to the corporation of the city of London Ontario by Mrs. Anniss Louise Rayner in memory of her son Melvin Vernon Rayner, Musician, who died at London, Ontario Novemeber 27, 1963.
