"A" Mountain, as it is commonly called, is easily viewable from the city of Las Cruces, particularly if you're in the university area. The "A" is a very common backdrop in the scenary.
If you drive east on University Avenue/Dripping Springs Road (they merge into each other), you will be able to able to park on the western side of the mountain and hike up to the "A." Also on top of Tortugas Mountain is an observatory.
