The former Newtown and Chilwell Council Chambers designed in the Renaissance Revival style were opened on 13 December 1916, and replaced an earlier 1860s small Hall and Council Chambers on the site , the building is now a private residence.
Newtown is located within the City of Greater Geelong, inland from Corio Bay and is bordered on the south and west by the Barwon River. Geelong West and Monifold Heights are located on its northern border, and Geelong and South Geelong to the east. Chilwell was adjacent to Newtown,but the name no longer.The Borough of Newtown was created in 1858,in 1924 the Town of Newtown and Chilwell was created and in 1949 it became a City. In 1967 the City of Newtown was created. On 18 May 1993 it was incorporated in the Greater Geelong City Council .
Land sales in Newtown and Chilwell began in 1839 and industries such as tanneries, wool scours and soap works soon sprang up along the river frontages, while residences grew on the higher land .
