This piece is located in front of an office complex at the intersection of Palisades Blvd. and Saguaro Blvd. The base appears to be aluminum, three sided, rising from a concrete base to a ball about 5 feet above the base. From there a square rod supports a group of metal half moons. Each of the half moon shapes is covered with colored glass discs or hollow balls that catch the wind to move the wheels around. The entire group also turn on the base. There is no artist signature.
