Bluebonnet is attached to a wooden platform so it is mobile. I believe the statue is moved to the location of the Bluebonnet Festival each year.

Burnet, Texas was officially recognized by the Texas legislature as the "Bluebonnet Capital of Texas". Each year, during the second weekend of April, Burnet celebrates the blooming of the wildflowers with a Bluebonnet Festival.
