The sculpture is mounted on a concrete base as a pedestal. It's made of steel, that's painted red. The abstract movement in it reflects the turbulence of a storm, similar to a hurricane or tornado. In this case, it seems to be a fire, giving it's distinctive lines on the front to indicate a flames of some sort. It stands about 5 feet tall and 4 feet wide.
