Had always wondered about these. There are two in this drought demonstration garden. Pollinators yes. The plants here did not seem to be in bloom currently.

One hotel had a small sign that mentioned a water source. The other did not, but both back up on a golf course that is watered with recycled water on a regular basis. There is a nearby bench for folks who might consider this a bird watching area. Most of the home nearby have small yards to suit a retirement community. South of here is a large area of riparian or valley oak trees which have been left standing.
The last sign states that non potable water is used /reused here, as it is on the golf course.
