The land occupied by the FWMA is made up of eight farms that were expropriated for the Royal Canadian Air Force during the Second World War, for the site of No. 4 Bombing and Gunnery School (No.4 B&GS). This unit was one of the 105 Canadian and British air schools that were part of the British Commonwealth Air Training Plan in Canada. Construction of the school started in June 1940; it began operating in late November; and was closed in mid-February, 1945. During its life the school graduated over 6,000 non-pilot aircrew from the United Kingdom, Australia, new Zealand, Norway, Free France, and of course Canada. The school's physical plant consisted of over 50 temporary buildings. In addition there was a large drill hall, and six large steel framed hangars. The aerodrome consisted of three hard surfaced runways 150 ft wide and averaging 3,100 ft. long, and laid out in a triangle.
The RCAF abandoned Fingal in June 1961, and the Federal Government sold the site to the Province of Ontario in September 1965.
