The PMSA website tells us about the 2 metres tall sculpture:
This mechanical metal sculpture features a moving two-metre high heron as well as two static herons and a shoal of fish. It stands in an ornamental pool to the side of the main entrance of the Shire Hall and designed by the former County Architect, Eric Davies.
The herons are easy to see but the fish are more difficult to spot with their backs just breaking through the surface.
