There are no set hours, but daylight hours would probably be safest.

To reach Magnetic Hill, take Exit 42 from I-35, and head west to Pioneer Rd. Turn north and go to the bottom of the hill, although in more recent days, someone has spray-painted "Stop Here" on the road. You'll get the same effect, regardless of where you choose to stop, but many accounts mention going to the washed-out gravel at the bottom of the hill. Stop your car, make certain that there are no cars in front of or behind you, and put it into neutral.

The effect is that your car will go backwards, heading south and uphill, somewhere between 10 and 15 mph, for a considerable distance. A video of one experience is here. (visit link)
