Three (or just two?) time capsules buried outside Framingham's town hall.

Framingham, Massachusetts has a mammoth town hall, known as Memorial Hall, located at the corner of Union Avenue and Concord Street. Flanking the staircase to the entrance of the building are two flagpoles, one on each side. And at the base of each flagpole are two plaques.
The western plaque reads: "Two Time Capsules were buried on this site September 17, 2000 To Commemorate Framingham's Tercentennial "300 Years of History" - One capsule to be opened in 2025, the other to be opened 2100."
The eastern plaque reads: "Time Capsule to be opened October 16, 2025 - Items symbolizing efforts to eliminate racism, stereotyping and discrimination in Framingham".
It is possible that the eastern capsule was unearthed in 2000 (but not opened) and reburied and is thus represented on both plaques - but most likely (in my opinion) they are each different capsules.
