Zion Canyon is owned by the National Park Service under the federal Government. State Route 9 goes right through it, but there is a toll plaza at the park entrance. The valley was formed by liquid water erosion like the Grand Canyon, but unlike Yosemite where that was formed with solid water erosion. Zion Canyon is the Yosemite of Utah.
