This piece is for the plaque, and not the statue of him located adjacent to the plaque.
The plaque says, "Robert G. Fowler alighted on this spot October 25, 1911 marking first airplane flight over Arizona soil en route on first flight Pacific to Atlantic ocean."
From the Smithsonian webpage, "Base is constructed of volcanic stone connected with concrete. Inserted in the top half of the base is a plaque with a relief profile of Robert Fowler, the first man to fly a plane into Yuma. Above the profile, at the plaque's top center, there is a vertical bar with a winged decoration on each side of it. Below the profile is text."
