The bronze figure stands on a square cement base. The statue was commissioned by the Governor of Puebla (Mexico) Dr. Alfredo Toxqui Fernandez De Lara, after Governor Dolph Briscoe (Texas) expressed a desire for a joint memorial to commemorate Mexican hero Zaragoza.

His right hand rests near a sword strapped on his right hip. He is dressed in a knee-length coat with brocaded shoulders and a sash at the waist. He wears eyeglasses.
