The surrounding area was developed on ground that used to belong to Woolwich Arsenal and was used for testing munitions. Before building could commence the soil had to be tested to ensure that any contaminated material was removed. After "cleaning" it was dumped here and sheeted over then covered with clean soil and grassed over. A spiral path, with seating, was introduced and the lot was topped-off with a large compass rose that is easily visible from aircraft arriving to/departing from London City Airport. The four cardinal points of the compass rose, "N", "E", "S" and "W", are marked into brickwork on the top of the hill. The diameter of the compass rose is about 25 metres.
