This bell is mounted about 20 feet up on a pole. A rope hangs down for swinging the bell to call the local folks to church service. However, to keep little hands, or others who have no business ringing the bell, from ringing it, the lowest portion of the rope is kept tucked away in a locked box mounted down on the pole. Only if you unlock the rectangular box can you get to the rope to pull it. Very wise.
