The museum is part of a monastery that was established in the year 927...and is now a UNESCO World Heritage site.

The mural has no accompanying sign to explain the scene...but to hazard a guess... it would appear to depict several men...kneeling and presenting a model of the Monastery while townspeople and soldiers stand on the sidelines.
The mural is on the wall adjacent to the medeival monastery's museum which presents artifacts from the history, ecclesiastical and otherwise, about the monastery.
