The U.S. military had a presence at Cape Spear during WWII and installed this benchmark. Cape Spear was of strategic importance because it was a good location to protect St. John's Harbour.

When I found this benchmark I thought it was that of an already posted waymark by wilsonjw (WM42Q), however, wilsonjw alerted me to the fact that I had actually found reference marker no. 1 and his waymark is reference marker no. 2.
